Dell includes a utility called Dell 32-bit Diagnostics on a hidden hard drive partition that you can invoke by pressing the F12 key while starting your computer. However, you cannot use the utility partition if you have just installed a new hard drive or are unable to use your computer's existing hard drive. Using Windows 7's built-in capability to burn an image to a disc, you can burn the Dell 32-bit Diagnostics to a CD and run the disc on the nonworking computer.
1.Navigate in your Web browser to the download page for the Dell 32-bit Diagnostics utility at Support.dell.com. Click the 'cdd_1281.iso' link.

2.Click the blue 'Download' button. In the pop-up window that appears, click the 'Download' button under Download Via Your Internet Browser.' Save the cdd_1281.iso file to the desktop.
3.Insert a blank recordable CD into your computer's optical drive. If Windows displays a prompt asking what you would like to do with the CD, close the prompt.
4.Right-click 'cdd_1281.iso' and select 'Burn Disc Image.'
6.Restart the computer with the Dell utilities CD inserted to run Dell 32-bit Diagnostics.
Tip
- On a computer running a Windows version earlier than Windows 7, you must install a third-party program to burn the Dell 32-bit Diagnostics image to a CD. Three utilities with the capability to burn ISO images are ImgBurn, Nero and CDBurnerXP.

WinKey + X - Control Panel
Try this - Control Panel - Device Manager - CD/DVD - double click the device - Driver's
Tab - click Update Drivers (this will likely do nothing) - then RIGHT CLICK the drive -
UNINSTALL - REBOOT this will refresh the default driver stack
If needed :
Try doing a 'Refresh your PC without affecting your files' (or changing your personal
settings) or even a Restore.
Windows 8 includes special methods to Refresh (keep files and settings) or a Reset
(new install removing all).
